Q <br /> anteagroup <br /> Limited Phase 11 <br /> Subsurface Investigation Report <br /> Union Pacific Railroad <br /> Proposed Wye Track Property Acquisition <br /> 902-908 East Scotts Avenue, Stockton, California <br /> 1.0 INTRODUCTION <br /> AnteaT°"Group has completed this Limited Phase II Soil Investigation Report for the 902-908 East Scotts Avenue <br /> property located in the City of Stockton, County of San Joaquin, California (Figure 1). Antea Group completed the <br /> scope for this limited subsurface sampling event in general accordance with the Proposed Wye Track Property <br /> Acquisition: Change Order #1 letter correspondence dated January 20, 2012 and the Limited Subsurface <br /> Investigation Work Plan prepared for San Joaquin County, dated March 23, 2012. Potential environmental <br /> concerns (PECs) were identified in Antea Group's Phase 1 Environmental Site Assessment (ESA) dated <br /> February 15, 2012. The Phase I ESA recommended a soil investigation focused on certain features or general areas <br /> with the highest potential for soil contamination due to the historical industrial occupancy of this property and the <br /> surrounding areas. <br /> The dual purpose of this investigation was to 1) establish baseline soil conditions prior to a potential property <br /> transaction, and 2) evaluate shallow soils in advance of possible site re-development(i.e., construction and trench <br /> worker safety). In addition to the soil investigation, Antea Group evaluated the possible presence of unknown <br /> subsurface features using ground-penetrating radar (GPR); performed a site walk/reconnaissance for buildings <br /> inaccessible during the initial site reconnaissance performed for the Phase I ESA; and completed a thorough <br /> private utility locate to determine the location of piping associated with the oil-water separators present in the <br /> 906 and 908 East Scotts Avenue buildings. <br /> 2.0 SITE BACKGROUND <br /> 2.1 Site Description <br /> The subsurface investigation was completed at the 902-908 East Scotts Avenue property located in the City of <br /> Stockton, County of San Joaquin, California (subject site). This subject property (parcel ID #15130001) <br /> encompasses the entire city block (1.72 acres) bounded to the north by East Scotts Avenue, the west by South <br /> Aurora Street, and to the east and south by railroads. The site is located within an industrial area. Two tenants, a <br /> helicopter rotor blade repair shop and a glass repair company, currently occupy portions of property. The <br /> helicopter rotor blade repair shop occupies the 902 East Scotts Avenue building and the outbuildings along the <br /> southern and southeastern property boundaries, and the glass repair company occupies the 908 East Scotts <br /> Avenue building.
