Q <br /> Limited Phase 11 Subsurface Investigation Report <br /> 902-908 East Scotts Avenue <br /> Stockton,California a ntea g ro u p <br /> Antea Group Project No. UPR82572A <br /> 2.2 Previous Environmental Activities <br /> In February 2012, Antea Group completed a Phase I ESA for the subject site. The report concluded that industrial <br /> development of the subject property and surrounding area occurred prior to 1895 and the subject property's <br /> usage included various industrial operations for well over 100 years, including the following (all dates are <br /> approximate): <br /> • Prior to 1895 to 1920s—agricultural implement manufacturing (Houser & Haines Manufacturing Co. and <br /> The Holt Manufacturing Co.). <br /> • 1920s to late 1950s—truck and tractor or implement repair and manufacturing. Original buildings were <br /> razed sometime during this period,and newer buildings were constructed. <br /> • Late 1950s to present—various truck/tractor or agricultural implement repair facilities, a helicopter blade <br /> repair shop, machine shops, and other miscellaneous commercial and industrial operations, including <br /> furniture manufacturing and glass repair. <br /> The recent Phase I ESA revealed recognized environmental conditions (RECs), as defined by the American Standard <br /> for Testing and Materials(ASTM)standard E1527-05. Those RECs are summarized as follows: <br /> • The subject property included manufacturing operations from at least the late 1800s to the present. <br /> Operations of that nature typically involve the handling of petroleum products and hazardous substances <br /> and generation of related wastes, a conclusion supported by a historical map dated 1972 showing the <br /> storage of"volatiles" in a building on the south boundary of the property. <br /> • At the time of a November 2011 site reconnaissance, historical features observed on the site included a <br /> former dust collector and unused piping in a pit/trench beneath one building and a former oil/water <br /> separator in another building. <br /> • The Phase I ESA reported recent and past site tenants as listed generators of state-regulated wastes or <br /> small-quantity generators of EPA hazardous waste. Some waste generation was related to current <br /> operations, which include use of a large paint booth that (since at least 1974), and <br /> painting/buffing/finishing operations including use of a naphtha degreaser, flammables storage (e.g., <br /> paints), and hazardous waste storage. <br /> 2.3 Limited Phase II Soil Sampling Scope <br /> Antea Group implemented a limited soil sampling scope in general accordance with their January 20, 2012 <br /> Proposed Wye Track Property Acquisition: Change Order#1 letter and the Limited Subsurface Investigation Work <br /> Plan prepared for San Joaquin County dated March 23, 2012. Antea Group proposed supplemental site <br /> reconnaissance, utility clearance and GPR survey, and installation of up to 20 soil borings on the subject property <br /> to assess potential contamination at locations identified as RECs. The general areas of the identified RECs and <br /> actual boring numbers and locations are shown on Figures 2 and 3, respectively. Antea Group also recommended <br /> soil testing at a number of locations in areas where no specific REC was identified in order to complete an overall <br /> 2 www.anteagroup.com <br />
