Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Use Permit Application No . UP-88-34, except for the <br /> caretaker mobile home, based upon the Findings noted below <br /> and subject to the attached Conditions of Approval . <br /> FINDINGS <br /> 1 . "The establishment, maintenance, and operation of the use <br /> does not conflict with the General Plan. " <br /> ° An affirmative determination can be made for this finding. <br /> The site is planned for limited industrial development . <br /> The proposed use is permissible under the site ' s zoning, <br /> M-1 , which is an implementation zone for the site' s General <br /> Plan designation. <br /> 2 . "Adequate utilities, access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to the existing and <br /> proposed streets and highways. " <br /> ° An affirmative determination can be made for this finding. <br /> The site has frontage on Harlan Road. Road dedication will <br /> be provided. Services for sewage disposal , water supply, <br /> and storm drainage will be installed in accordance with the <br /> recommendations of the Department of Public Works and the <br /> Local Health District . <br /> 3 . "The property involved is of adequate size and shape to <br /> accommodate the proposed use and all yards, building <br /> coverage, setbacks, parking areas, and other requirements of <br /> this Title . " <br /> ° An affirmative determination can be made for this finding. <br /> The parcel contains 8 . 68 acres . The seven-acre area <br /> reserved for the project is adequate for the indoor and <br /> outdoor uses and buildings proposed. The intensity of the <br /> use proposed and the locations of the proposed buildings <br /> conform to the regulations of the M-1 zone . The parking to <br /> be provided conforms to the parking requirements of the <br /> Planning Title . <br />
