4 <br /> JUN 3 0 1999 SITE CONTAMINATION WORK PLAN f <br /> Stockton Terminal & Eastern Railroad <br /> ENVIRONMENTAL HEALTH 1252 Shaw Road h <br /> 5 <br /> PERMIT/SERVICES Stockton, CA <br /> F <br /> 1.0 INTRODUCTION <br /> The headquarters of Stockton Terminal&Eastern Railroad (ST&E) is located at 1330 N. <br /> Broadway in Stockton, California. The railroad operates a diesel locomotive engine house and <br /> repair facility at 1282 Shaw Road in Stockton(Figure 1). In November 1998, one underground <br /> diesel storage tank was removed from the locomotive shop area. During the tank removal, <br /> contaminated soil was observed at the base of the tank excavation, and diesel hydrocarbons <br /> were detected in samples.:!collected from the excavated soil. <br /> In February 1999, the local oversight agency,.San Joaquin County Public Health Services, <br /> Environmental"Health Division(PHS/EHD), requested ST&E to submit a work plan to <br /> investigate the subsurface extent of the contamination. PHS/EHD set a deadline of April 16, <br /> 1999 for receipt of this work plan. On May 4, ST&E informed PHS/EHD that an application ; <br /> had been submitted to the State UST Cleanup Fund and that ST&E was awaiting acceptance <br /> into the Fund program prior to submitting the requested work plan. PHS/EHD acknowledged 1 <br /> this correspondence on June 2, and set a new deadline of July 2 for submission of the plan. <br /> PHS/EHD also requested a Health and Safety Plan and a survey of all private and municipal <br /> wells within a 2,000-foot'radius of the site. <br /> Yiiu <br /> 2.0 SITE LOCATION AND DESCRIPTION <br /> The ST&E locomotive facility is located in an industrial area east of U. S. Highway 99. �l <br /> Topography in the area is flat, and is mostly open fields except for the railroad right of way. <br /> Large industrial buildings border the property to the south. <br /> y <br /> The locomotives were fueled from a trackside dispenser that was located atop a 10000-gallon <br /> underground diesel tank(Figure 2). +' <br /> 3.0 TANK REMOVAL AND LABORATORY RESULTS ' # <br /> According to the Tank Removal Report submitted by Gribi and Associates, the tank was <br /> removed by Bowen Construction and disposed of at Erickson, Inc. in Richmond, California. <br /> No evidence of leakage from the tank was observed, but it is our understanding from ST&E <br /> personnel that leakage was observed around a corroded coupling in the piping between the <br /> tank and the dispenser. :Two samples were collected from beneath the tank at a depth of <br /> approximately 14 feet, and 5 samples were collected from the excavated soil. Four of the <br /> stockpile samples were: composited 2:1 before analysis.
