Thus, the <br /> groundwater quality is degraded and the beneficial uses (BUs) of the state's waters are <br /> impaired at the site, specifically the BU of the groundwater for water supply. <br /> California Water Code Section 13304 allows the Central Valley Regional Water Quality Control <br /> Board (Regional Board) to recover reasonable expenses from responsible parties to oversee <br /> cleanup and abatement of discharges which have adversely affected waters of the state. On <br /> 25 August 2010, Roberto Cervantes of my staff discussed with you the reimbursement <br /> provisions of the California Water Code for this site. Please sign and return the enclosed <br /> Acknowledgement of Receipt of Oversight Cost Reimbursement Account Letter by 30 <br /> --September 2010. <br /> California Water Code Section 13365 requires that the Regional Board provide you with the <br /> following information: <br /> 1. A detailed estimate of the work to be performed or services to be provided, including a <br /> statement of the expected outcome of that work, based upon data available to the <br /> agency at the time. <br /> 2. The billing rates for all the individuals and classes of employees expected to engage in <br /> the work or service. <br /> 3. An estimate of all the expected charges to be billed to the responsible party by the <br /> agency. <br /> The following paragraphs provide the required information. <br /> Regional Water Board staff estimate that the work to be performed and the expected outcome <br /> from the work for the $object site during the fiscal year 2010-11 is as follows: <br /> California Environmental Protection Agency <br /> �aRecycled Paper <br />
