The containers <br /> were: <br /> 1.A 10-gallon steel drum labeled "diesel fuel&absorb.from Tractor 66312"and dated 1/20/2020, missing the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, and physical state. <br /> 2.A 10-gallon unlabeled steel drum, missing the words"Hazardous Waste", name and address of generator, <br /> hazardous properties, physical state, composition (contents), and accumulation start date. <br /> According to Bill Wardell,Terminal Manager, he believed both of these drums contained diesel fuel &absorbent <br /> from the same spill clean-up and were going to be disposed of as hazardous waste. 'Update on 1/30/20: Bill stated <br /> the unlabeled 10-gallon steel waste drum was identified as water-based paint spill clean up debris that will be <br /> managed as non-RCRA hazardous waste. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), and accumulation start date. <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class 11. <br /> Overall Inspection Comments: <br /> Notes: <br /> -Consent to conduct the inspection was granted by Bill Wardell, Terminal Manager. Consent to take photos <br /> during the inspection was not granted. <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report on 1/31/2020 which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 3/1/2020. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
