SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 I ii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ESTES TRUCKING 7611 S AIRPORT WAY, STOCKTON January 29, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: Oily dark liquid was observed inside one of the two secondary containment pallets utilized to store <br /> one 55-gallon empty drum of windshield fluid and two 55-gallon drums of new motor oil, located in an outside area <br /> on the east side of the facility near the ramp. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to <br /> assure its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment into proper working order by cleaning out the oily liquid <br /> from the containment. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. <br /> Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> describing the storage and final disposition of the cleaned up waste. <br /> This is a repeat violation, Class II. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being <br /> emptied. <br /> OBSERVATION: The following empty containers, located in an outside area on the east side of the facility near the <br /> ramp,were found not marked with the date they were emptied and managed within one year of that date: <br /> 1.A 55-gallon drum which previously held windshield fluid. <br /> 2.A 600-gallon tote which previously held diesel exhaust fluid. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
