The EHD has written the <br /> complete report on January 9, 2020 which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by February 8, 2020. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> Waste streams found: used oil, oily debris, paper/metal oil filters <br /> The following minor violations were corrected during the inspection: <br /> OBSERVATION: <br /> In the main shop: <br /> -Three black 55 gallon steel drums containing paper oil filters were missing hazardous waste labels. <br /> -One black 55 gallon steel drum containing oily debris had a hazardous waste label that was missing an <br /> accumulation start date. <br /> Outside: <br /> -Two black 55 gallon steel drums containing paper oil filters had hazardous waste labels that were missing the <br /> accumulation start date. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), and accumulation start date. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by Billy Huynh, Shop Manager, <br /> correcting the labels. No further action is required to correct this violation. <br /> OBSERVATION: Containers of used metal oil filters out of compliance with the storage rules were observed <br /> on-site. In the shop, two black 55 gallon steel drums containing drained metal filters were missing labels. In the <br /> outside area, one black 55 gallons steel drum containing metal filters was missing a label and a ring to secure <br /> the lid. <br /> REGULATION GUIDANCE: <br /> (b) "used oil filters" are defined as filters which contain a residue of used oil and which are exempt from <br /> regulation as a hazardous waste under the scrap metal provision found in federal law. <br /> (c) Used oil filters that meet the conditions of subsection (b)of this section and are managed and recycled in <br /> compliance with the following requirements shall not be regulated as hazardous waste. <br /> (1)The filters are drained of free-flowing used oil. For the purposes of this subsection, free-flowing is defined as <br /> a continuous stream of oil exiting the filter when the filter is inverted. Oil exiting drop by drop is not considered to <br /> be free-flowing.
