WASTE DISCHARGE REQUIREMENTS <br />J.R. SIMPLOT COMPANY <br />LATHROP, SAN JOAQUIN COUNTY <br />-2- <br />8. Under terms of the Stipulation and Order (hereafter Order) approved by the <br />Court 21 December 1982, California consented to the transfer from OCAP to <br />Simplot of the Lathrop property and assets provided that OCAP expressly <br />retains full responsibility for compliance with all obligations imposed by <br />the Stipulation, and that Simplot assumes responsibility for the proper <br />handling, storage, and disposal of liquid and solid wastes and storm water <br />runoff in accordance with the Stipulation. <br />9. Simplot manufactures and formulates fertilizers and related chemicals and <br />formulates (blending concentrated technical grade pesticides with inert <br />ingredients) 150 to 200 different pesticides. <br />10. Simplot discharges .089 mgd (337,000 liters/day), on an annualized basis, of <br />nonprocess waters (cooling water and boiler blowdown from the sulfuric acid <br />plant and concentrator system, sewage treatment package plants, and rainwater <br />runoff from the parking lots and closed ammonia plant area) to a 7.8 acre <br />(3.2 ha) unlined percolation -evaporation pond; and 0.027 mgd (102,000 liters/ <br />day) of rainwater runoff from the fertilizer manufacturing areas to two (2) <br />3.0 acre (1.2 ha) hypalon lined evaporation ponds. <br />11. Simplot stores up to 3 million gallons (11.4 x 106) liters annually of rain- <br />water runoff and equipment rinsate from the Agricultural Chemical Department <br />in storage tanks. This wastewater is transported to a Class I landfill for <br />disposal. <br />12. Simplot discharges up to 2500 gpm (9500 liters/min) of process waters from <br />the manufacture of fertilizer pellets to a 4.8 acre (1.9 ha) asphalt and <br />sealant lined holding basin. The water is recycled for use in the fertilizer <br />pellet manufacturing. <br />13. Simplot proposes to irrigate up to 150 acres (60.7 ha) of agricultural lands <br />on Simplot property with the nonprocess waters from the unlined and hypalon <br />lined ponds. <br />14. Simplot proposes to discharge approximately 2 gpm (7.6 liters/min) of demin- <br />eralizer backwash water produced from a zeolite water softener to the lined <br />ponds. <br />15. The discharges are in Section 35, T1S, R6E, MDB&M with surface water drainage <br />generally in the direction of the San Joaquin River. <br />16. The beneficial uses of the San Joaquin River and the Delta are municipal, <br />domestic, industrial and agricultural supply; recreation; navigation; and the <br />preservation and enhancement of fish, wildlife and other aquatic resources. <br />17. The area sediments are composed of coarse and fine sands, silt, clay and some <br />gravels. Useable ground water is at depths of 10 feet (3 meters) to approxi- <br />mately 230 feet (70 meters). <br />
