WASTE DISCHARGE REQUIREMENTS <br />J.R. SIMPLOT COMPANY <br />LATHROP, SAN JOAQUIN COUNTY <br />-3- <br />18. The beneficial uses of the ground water include domestic, industrial and <br />agricultural uses. These beneficial uses vary on a west to east axis with <br />decreased benefits to the west as a result of chloride intrusion from the San <br />Joaquin Delta. <br />19. A Water Quality Control Plan for the Sacramento - San Joaquin Delta Basin was <br />adopted by the Board on 25 July 1975. The Basin Plan contains water• quality <br />objectives for the San Joaquin River and the Delta. <br />20. Issuance of this Order is exempt from the provisions of the California Envi- <br />ronmental Quality Act in accordance with Title 14, Chapter 3, Section 15101, <br />of the California Administrative Code. <br />21. The Board finds there will be no significant effects on the environment as a <br />result of the project. A Negative Declaration, supporting this finding, was <br />adopted by the Board at the time it adopted Order No.82-099. These new waste <br />discharge requirements do not change the project in any material way. <br />22. The Board has notified OCAP and interested agencies and persons of its intent <br />to prescribe waste discharge requirements for these discharges. <br />23. The Board in a public meeting heard and considered all comments pertaining to <br />these discharges. <br />IT IS HEREBY ORDERED, that J. R. Simplot Company, in order to meet the provisions <br />contained in Division 7 of the California Water Code and regulations adopted <br />thereunder, shall comply with the following: <br />A. Discharge Prohibitions: <br />1. The direct or indirect discharge of waste to surface waters or surface <br />water drainage courses is prohibited. <br />2. The by-pass or overflow of waste from the pellet plant pond, rainwater <br />ponds, and agricultural chemical storage area is prohibited. <br />3. The discharge of hazardous substances, pesticides and other chemicals, <br />process wastewaters, and contaminated runoff to improperly lined or <br />unlined sumps, ponds and storage areas, useable aquifers, ground water <br />recharge areas, or any other area in hydrologic continuity with useable <br />ground water is prohibited. <br />B. Discharge Specifications: <br />1. The discharge shall not cause a pollution of nuisance as defined by the <br />California Water Code, Section 13050. <br />
