CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />3201 "S" STREET <br />SACRAMENTO, CALIFORNIA 95816 <br />NOTICE OF PUBLIC HEARING <br />in the matter of <br />OCCIDENTAL CHEMICAL COMPANY <br />LATHROP, SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region, will <br />hold a public hearing: <br />DATE: 23 March 1979 <br />TIME: 10:15 a.m. <br />PLACE: State Capitol Building <br />Room 2170 <br />(12th between L & N Streets) <br />Sacramento, California <br />to determine whether Occidental Chemical Company has violated or threatens to <br />violate waste discharge requirements contained in Board Resolution No. 69-19 <br />adopted 16 August 1968. <br />More specifically, Occidental Chemical Company has allegedly intentionally or <br />negligently violated or threatened to violate Provisions 1, 5, and 6 of Resolution <br />69-19 regarding, respectively, pollution of groundwater, causing usable groundwater <br />to exceed specific limits, and causing concentrations of substances in usable ground- <br />water which are deleterious to human, plant, or animal life. <br />If the Board determines that such violations or threatened violations have occurred, <br />it may consider issuance of an Order pursuant to Section 13301 of the California <br />Water Code requiring Occidental Chemical Company to Cease and Desist from violating <br />its requirements forthwith or in accordance with a time schedule to be set by the <br />Board. In addition, the Board may consider referral of the violations of its order <br />to the appropriate authorities for assessment of civil and/or criminal penalties <br />in accordance with Section 13265, 13268, and/or 13350 of said Water Code. <br />The Board's staff, the discharger, and other interested agencies and persons will <br />be given an opportunity to present evidence in this matter. The discharger and <br />all other interested persons may, but need not, be represented by counsel. <br />If possible, written copies of testimony to be presented at the hearing should be <br />furnished to the Board in advance of the hearing. <br />The Regional Board file on the discharge of Occidental Chemical Company is open to <br />public inspection from 8:00 a.m. to 4:00 p.m. on weekdays at the above address <br />(916) 445-0270. <br />WILLIAM S.
