Item No .
PC : 7-2-87
SU-87-21
Page 2
This finding can be made because no serious health problems
have been identified as a result of the subdivision.
7 . "The design of the subdivision or the type of improvements
will not conflict with easements, acquired by the public at
large, for access through or use of property within the pro-
posed subdivision. "
This finding cannot be made because access to the proposed
storm drainage pond has not been provided.
8 . "Any land or improvements to be dedicated to the County are
consistent with the General Plan. "
° This finding can be made because an appropriate dedication
for a public street is proposed.
9 . "The design of the subdivision provides, to the greatest
extent feasible , for the future passive or natural heating
opportunities in the subdivision. "
° This finding can be made because the proposed lots are
oriented in a north-south direction so that buildings can
utilize solar exposure to the south.
PROJECT DESCRIPTION
The proposed project is a 20 . 06-acre rural residential sub-
division to be developed under the RR-65 (Rural Residential ;
65 ,000-square-foot minimum lot size) zoning district .
The Hempstead Court subdivision consists of five lots, 1 . 5 acres
in size; five lots in the 1 . 72- to 1 . 79-acre range ; and one
1 . 96-acre lot , for a total of 11 rural residential lots. A
15 ,000-square-foot storm drainage pond lot is also proposed.
Lots No. 1 and 2 also include a lot line adjustment to recon-
figure existing parcels (refer to Tentative Map) .
Access for the subdivision is provided by a cul-de-sac street
(Edna Court) from Koster Road. Lots 1 and 12 would also have
access on Koster Road. Edna Court is proposed as a public street
with a 50-foot right-of-way and a 32-foot-wide paved section.
The total length of the cul-de-sac is approximately 1 , 000 feet .
Each lot in the subdivision would be served by an individual well
and septic system. Storm drainage would be accomplished through
a collection system and a common storm drainage pond located on
the south side of the subdivision between Lots No. 4 and 6 .
