Total development for this area <br /> would then be served by a loop street which would provide <br /> secondary access for all lots . <br /> The applicant has requested that the limitation on cul-de-sac <br /> street length ( 600 feet maximum) be waived. In view of the <br /> requirement for secondary access, the proposal for a cul-de-sac <br /> is not appropriate, and the length limit consideration is unne- <br /> cessary. <br /> Land Use : <br /> The project site is designated as Rural Residential on the Land <br /> Use map of the General Plan and is zoned RR-65 (Rural <br /> Residential ; 65 , 000-square-foot minimum lot size) . The project <br /> as proposed is consistent with these designations . The project <br /> is also similar to existing development to the south (Piper <br /> Place) and to the west (Altamirano Terrace) . With the excep- <br /> tion of the Trinkle and Boys property south of Piper Place, <br /> development of the proposed project and three adjacent five- <br /> acre parcels will complete development of the New Jerusalem <br /> Rural Residential Area. <br /> FACILITIES/SERVICES : <br /> Water Supply: <br /> The applicant proposes to provide water by individual wells. <br /> Due to the absence of any existing public water systems in the <br /> area, this proposal appears to be an acceptable solution. <br /> There is no history of water quality or quantity problems in <br /> the area. <br /> Sewage Disposal : <br /> The proposed lots are designed to be served by individual sep- <br /> tic systems , each with a leach field area of 12 , 000 square <br /> feet . Three of the 11 lots currently have residential <br /> dwellings with existing septic systems . The Local Health <br /> District indicates that percolation tests will be required on <br /> all 11 lots and that soil profile tests will be required on <br /> Lots 2 and 7 . <br /> Storm Drainage : <br /> The applicant proposes to construct a community storm drainage <br /> pond to serve all 11 lots . The Department of Public Works has <br /> identified two problems with the proposed pond: ( 1 ) The pond <br />
