As proposed, the storm drainage pond is <br /> not acceptable to the Department of Public Works . <br /> Schools - <br /> The project site is within the New Jerusalem Elementary School <br /> District and the Tracy Joint Union High School District . The <br /> Tracy School District indicates that fees collected under the <br /> developer fee program (AB 2926) will not provide necessary <br /> funds for new school facilities . In order to provide addi- <br /> tional funding, the District suggests that the County and the <br /> District establish a Community Facilities District (under the <br /> Mello-Roos Bill ) . Such a district would permit a tax revenue <br /> base for funding new facilities . Such a district may be <br /> appropriate for large areas where new development occurs . In <br /> the case of the Hempstead Court development , the small scale of <br /> the project may make establishment of a Community Facilities <br /> District impractical . <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Environmental Assessment was prepared for the proposed project <br /> on June 5 , 1987 , which did not identify any significant environ- <br /> mental effects . Based on this assessment , a proposed Negative <br /> Declaration has been prepared for the Commission' s consideration. <br />
