All liquid and solid dairy wastes from this operation are to <br /> be retained on the premises so as not to cause a nuisance or <br /> a health problem. <br /> 5 . The number of dairy animals per acre shall not exceed an <br /> amount which would preclude good waste management practices. <br /> 6 . San Joaquin County ' s air quality relative to the National <br /> Ambient Air Quality Standards set forth in the Clean Air Act <br /> is as follows: <br /> PM-10 - Non-attainment <br /> CO - Non-attainment ( for Stockton <br /> Metropolitan Statistical Area only) <br /> Ozone - Non-attainment (possible SIP call <br /> area) <br /> 2 . Emissions generated during the construction process are of <br /> concern to the District. The following dust control <br /> practices shall be implemented until the impacts have been <br /> mitigated to below the significance threshold trigger level . <br /> a. All material excavated or graded should be sufficiently <br /> watered to prevent excessive amounts of dust. Watering <br /> should occur at least twice daily with complete <br /> coverage , preferably in the late morning and after work <br /> is completed for the day. <br /> b. All clearing , grading , earth moving or excavating <br /> activities shall cease during periods of high winds <br /> greater than 20 mph average over one hour. <br /> C . All material transported off-site shall be either <br /> sufficiently watered or securely covered to prevent <br /> excessive amounts of dust. <br /> d . The area disturbed by clearing , earth moving or <br /> excavating activities should be minimized at all times . <br />
