Instead of disking for weed control , the developer <br /> should mow, thereby leaving the ground undisturbed and <br /> with a mulch covering . <br /> 3 . After clearing , grading, earth moving , or excavating , and <br /> during construction phase , fugitive dust should be <br /> controlled using the following methods : <br /> a. All inactive portions of the construction site should <br /> be seeded and watered until grass growth is evident. <br /> b. All active portions of the site shall be sufficiently <br /> watered to prevent excessive amounts of dust. <br /> 4 . At all times, fugitive dust emissions should be controlled <br /> using the following procedures : <br /> a. On-site vehicle speed shall be limited to 15 mph. <br /> b. All areas with vehicle traffic should be watered <br /> periodically for stabilization of dust emissions. <br /> C. Use of petroleum-based dust palliative shall meet the <br /> road oil requirements of San Joaquin County Rule 409 . 5 , <br /> Cutback Asphalt Paving Materials. <br /> d . Streets adjacent to the project site should be swept as <br /> needed to remove silt which may have accumulated from <br /> construction activities . <br /> 5 . At all times , ozone precursor emissions should be controlled <br /> using the following methods : <br /> a. Equipment engines should be maintained in good <br /> conditions and properly tuned per manufacturers' s <br /> specifications. <br /> b.
