Development Committee -3- <br /> GP-92-13 and ZR-92-16 <br /> (2) existing reasonable alternative sites in the vicinity that are <br /> planned for the use and can accommodate the proposal; <br /> - A review of the County' s General Plan and the City of <br /> Tracy' s Draft Urban Management Plan indicate that there are <br /> other areas which could accommodate the proposed use. <br /> ACCESS/CIRCULATION: <br /> As required by General Plan policy, industrial areas shall be <br /> served by a roadway with a minimum of 60 feet of right-of-way. The <br /> County Public Works Department has indicated that if the General <br /> Plan Amendment is approved, any development of the property will <br /> require dedication of Hansen Road from the northerly right-of-way <br /> line of the Southern Pacific Railroad to the project site and the <br /> roadway must be improved to San Joaquin County Standards. The <br /> right-of-way must be 60 feet wide. <br /> To dedicate and improve the roadway will require that approval for <br /> a public crossing be obtained from the Southern Pacific Railroad. <br /> The improvement requirements noted above will also be applied to <br /> the bridge which crosses the California Aqueduct, which is <br /> approximately 24 feet wide. At the present time there are still <br /> numerous questions regarding the bridge. It is not known if the <br /> existing bridge was constructed to accommodate loads of the weight <br /> which would be crossing it. It is also not known if the bridge can <br /> be widened to the width which will be required by the Public Works <br /> Department. Preliminary discussions with the Department of Water <br /> Resources have also indicated that this bridge is currently under <br /> multiple ownership and that prior to any improvements to the <br /> bridge, and possibly prior to Hansen Road becoming a public road, <br /> an agreement will have to be reached between all the owners of the <br /> bridge, the County and the Department of Water Resources. <br /> All these questions indicate that it is unknown at this time if <br /> public access will be possible to the site. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was completed for this project which indicated <br /> that the project has the potential to significantly impact the <br /> environment. However, it is being recommended that, if the project <br /> is approved, that the rezoning application be conditioned in such <br /> a manner as to mitigate to a level of insignificance those impacts <br /> which were identified as potentially significant. An environmental <br /> impact report will be required if the project is not amended to <br /> include conditional zoning as recommended. These impacts include <br /> the following: <br />
