PLANNING COMMISSION MINUTES <br /> JUNE 17 , 1993 <br /> 5. GENERAL PLAN MAP AMENDMENT APPLICATION NO. GP-92-13 AND ZONE <br /> RECLASSIFICATION APPLICATION NO. ZR-92-16 OF LOUIS KARLE, ET AL (C/O DON <br /> MOYER) : A General Plan Map Amendment to amend 35 acres from A/G <br /> (General Agriculture) to I/G (General Industrial) ; and a Zone <br /> Reclassification of 35 acres from AG-40 to I-G. The project site is <br /> located on the west and east sides of Hansen Road, 3 , 930 feet south of <br /> Schulte Road, west of Tracy (Supervisorial District 5) . <br /> Deputy Director Peggy Keranen introduced a staff report into the record. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Don Moyer (P.O. Box 207 , Ripon) was present for these <br /> applications. He made the following points: <br /> • Mr. Moyer presented his analysis, recommendation and findings in a <br /> written form and this information is in the application file. <br /> • He said that the company to occupy the site is Concrete Products, <br /> Inc. , and the operation will be to manufacture concrete products <br /> that are used in freeways, and to recycle wooden pallets. There <br /> will be no hazardous chemicals involved and no water used for <br /> manufacturing operations. <br /> • There will be 25 full-time employees. He said this is a good <br /> location for a general industrial use. <br /> • The operation will generate approximately 75 vehicle trips per day <br /> at buildout. <br /> • He said that this property is planned for public services by the <br /> City of Tracy. The applicant is willing to condition the approval <br /> for connection to the sewer and water lines when they become <br /> available. The property owner is willing to annex the property to <br /> the City of Tracy. <br /> • The General Plan requirements are met in this project. He said <br /> there are no reasonable alternative sites for this use. This <br /> project will provide jobs and taxes and this will benefit the <br /> County. The project can meet the public services and traffic <br /> requirements. <br /> • The requirement concerning the bridge will "kill" the project <br /> because of the great expense involved. The additional traffic is <br /> so slight that it does not warrant this bridge improvement. <br /> • He referred to the Uberroth Report on California Council on <br /> Competitiveness. He warned against overrequlations. <br /> Deputy Director Peggy Keranen asked if the proposal was for urban <br /> services and if the applicant was amending the application to reflect <br /> that. <br /> -1- <br />
