Mr. Moyer responded that the applicant is willing to install the <br /> services within 48 months, or when they become available. <br /> Ms. Keranen said that a letter had been received from the City of Tracy <br /> noting that this project is consistent with their Urban Management Plan, <br /> but there is no evidence that Tracy would service this property. She <br /> said this use would be an extension of an industrial area outside of a <br /> community and would require urban services. <br /> Yvan Albert (1391 W. lith St. , Tracy) said that this is the only parcel <br /> they could find in the Tracy area to accommodate this particular use. <br /> He said there is no water usage in the operation and there is very <br /> little resource demand. He felt that the bridge improvement was not <br /> necessary. <br /> Jim Blosl (4275-29 Rosewood Dr. #150, Pleasanton, CA 94558) said he is <br /> one of the operators involved and he was in favor of this project. He <br /> said it will provide employment for people in the area. He objected to <br /> the requirement of the bridge improvement. <br /> Tim Flynn (10304 W. Linne Rd. , Tracy) said he is the owner-operator of <br /> Concrete Products and has been searching for over a year for a suitable <br /> site. <br /> Janice Karle (26901 S. Hansen Rd. , Tracy) said the ponds from the Musco <br /> Olive Company have been a problem for many years. She said the railroad <br /> tracks in the area have been abandoned for 4 years. <br /> OPPONENTS: Paul Lang, with King & Lyons, said a letter was prepared <br /> identifying their concerns about the proposal. He said that public <br /> water and sewer should be required. He said he felt that an <br /> Environmental Impact Report (EIR) should be required, similar to the one <br /> prepared for the King & Lyons project. <br /> REBUTTAL: Don Moyer said that the EIR prepared for the King & Lyons <br /> project covered many of the impacts for development in the area. He <br /> said a Kit Fox Study was prepared. He said that additional <br /> documentation has been prepared since the EIR was done. He said that <br /> the City of Tracy prepared an EIR for general industrial uses on this <br /> property. He said he was willing to work with the mitigated Negative <br /> Declaration prepared by staff. <br /> PUBLIC HEARING CLOSED <br /> Chair Carter said that the property is isolated and has been impacted by <br /> the Safeway project. She indicated that the property should be used. <br /> Comm. Demichelis said that the land is not even good for houses; it is <br /> not possible to grow a lawn there. <br /> Comm. Jungeblut said the biggest problem is the access. The applicant <br /> cannot afford to build a bridge. <br /> Comm. Zunino said that as far as the location of the project is <br /> concerned, the only thing he found troublesome is the bridge. He said <br /> that the Uberroth Report is something to consider.
