PC: 6-17-93 <br /> GP-92-132R-92-16 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS: <br /> The recommendation to deny the General Plan and Zone Reclassification applications is based upon the <br /> proposal's inconsistency with General Plan policies. The relevant policies from Volume I of the General <br /> Plan 2010 that apply to these applications are: <br /> Growth Accommodation Policy #7: <br /> Residential commercial and industrial development shall be shown on the General Plan Map only <br /> in communities except in the following instances: <br /> jgj contiguous industrial expansion of existing industrial areas; <br /> This application is being processed as an expansion of the Patterson Pass Industrial Area located <br /> between Schulte Road and the Southern Pacific Railroad tracks. This northern industrial area, which is <br /> designated as Limited Industrial on the General Plan, includes the Safeway Distribution Center and the <br /> Patterson Pass Business Park. In regard to service requirements, the General Plan classifies this as an <br /> 'Industrial Area Outside of Communities.' <br /> Industrial Development Policy #2.(b)(3)(B): <br /> Development and Locational Criteria: General Industrial areas shall be located in areas served by, <br /> or planned to be served by, a wastewater treatment plant, a water system, and a drainage system, <br /> all of which shall be public, unless only one parcel is involved outside of a community. <br /> As noted above, this application is being processed as an expansion of an existing industrial area located <br /> outside of a community. The existing industrial area is served by public water, wastewater treatment, and <br /> drainage systems which, based on this General Plan policy, must be expanded to serve this area if it is <br /> to be designated as General Industrial. <br /> As submitted, the applications indicate that the industrial development is proposed to occur using the <br /> existing wells, the existing septic tanks, and natural drainage. <br /> Growth Accommodation Implementation -;r4 (b): <br /> Urban zones shall be applied to areas planned for urban development only when those areas are <br /> needed for development and when services are or can be made available. Until that time, the areas <br /> shall be zoned Agriculture-Urban Reserve. <br /> The rezoning application is requesting a change to General Industrial,which is considered an urban zone. <br /> The application does not indicate public services are proposed, so therefore, the request is also <br /> inconsistent with this policy. <br /> -7- <br />
