If additional growth occurs in this area, a secondary access will <br /> be necessary. <br /> (4) the effect of the proposal on the fiscal health of the County. <br /> No effects on the fiscal health of the County attributable to this project have been identified. <br /> Growth Accommodation Implementation #14: <br /> (a) In reviewing an application for a zone reclassification of land to an urban use, the following <br /> criteria should be considered: <br /> (1) that additional land is needed for development; <br /> The General Plan that was adopted in July 1992 had over 3,500 vacant acres planned for industrial <br /> development. This does not include vacant land within the cities, nor does it include land in the Draft <br /> Tracy Urban Management Plan. There has been no information submitted which indicates that additional <br /> land is needed for development. <br /> (2) that adequate services can be made available for the development permitted in the zone; and <br /> The application indicates that on-site services are proposed. Even if services can be made available in <br /> the future, they are not available at the present time, which indicates that the request may be premature. <br /> (3) that approval of the proposal will not adversely affect the fiscal health of the County. <br /> No effects on the fiscal health of the County attributable to this project have been identified. <br /> ACCESS/CIRCULATION CONSIDERATIONS: <br /> Access to the parcels proposed for development is currently provided by private rights-of-way. There has <br /> been no information submitted which indicates that the private right-of-way cannot be converted to a <br /> public road; however, the costs and the time involved are anticipated to be significant. <br /> As required by General Plan policy, industrial areas shall be served by a roadway with a minimum of 60 <br /> feet of right-of-way with a 40-foot-wide roadway. The County Department of Public Works has indicated <br /> that if the General Plan Amendment is approved, any development of the property will require dedication <br /> of Hansen Road from the northerly right-of-way line of the Southem Pacific Railroad across the frontage <br /> of the project site. The roadway must be improved to San Joaquin County standards. The additional <br /> traffic that the proposed project would generate may require that a traffic signal be placed at the <br /> intersection of Hansen Road and Schulte Road. <br /> Dedication and improvement of the roadway will require that approval for a public crossing be obtained <br /> from the Southern Pacific Railroad. ug.Will <br /> The improvement requirements noted above will also be applied to the bridge that crosses the Califomia <br /> Aqueduct, which is approximately 24 feet wide.
