k. A grading and drainage plan shall be prepared and included <br /> as part of the improvement plans. <br /> 1 . The developer shall agree to participate in an Area of <br /> Benefit or other financial mechanism for the Traffic <br /> Mitigation Measures for the Lathrop Area. <br /> m. The developer shall provide a fair share contribution <br /> toward the pond and pump facilities to be constructed on <br /> the north side of Lathrop Road. <br /> n. Either a circular driveway or other on-site development <br /> which would eliminate backing onto Lathrop Road shall be <br /> provided on Parcel 1 . <br /> 3 . Local Health District : <br /> a. Connection to an approved public water supply system is <br /> required. <br /> b. Connection to a public sewer system is required. Prior to <br /> recording the final map, a letter will be required from <br /> the sewer district which states that they have the capa- <br /> city to serve the proposed project or that financial <br /> arrangements to ensure capacity have been completed. <br /> 4 . Manteca-Lathrop Rural Fire District : <br /> a. The owner/developer shall meet with the Fire Chief to <br /> discuss impacts that the project will add to the Fire <br /> District ' s ability to provide life safety and property <br /> service levels. Fees developed by the Fire District to <br /> mitigate the impacts shall be agreed upon by the owner/ <br /> developer prior to issuance of any building permits. The <br /> owner/developer shall be provided with a contract and fee <br /> findings by the Fire District . <br /> b.
