Additionally, when a <br /> residence and a solid fence are constructed on Parcel 1 , this <br /> will serve to buffer noise from Lathrop Road for Parcel 2 . <br /> Traffic Circulation: <br /> The environmental assessment prepared for this project iden- <br /> tified a potential cumulative impact from this and other pro- <br /> posed projects in the Lathrop area. A large-scale project <br /> (approximately 400 dwelling units, commercial area, and park) <br /> called Valley Haven has been approved on the north side of <br /> Lathrop Road, northeast of the proposed Eagle Park Unit No. 5 <br /> subdivision. An Environmental Impact Report prepared for the <br /> Valley Haven project has indicated that cumulative traffic <br /> impacts are anticipated on Lathrop Road. <br /> Regardless of specific location, the cumulative impact of all <br /> proposed and approved development in Lathrop will begin to <br /> adversely impact roadways throughout the community of Lathrop. <br /> The project will be required to participate in the Area of <br /> Benefit being developed as a Condition of Approval for the <br /> Valley Haven project. <br /> One of the proposed parcels, Parcel 1 , will access directly off <br /> of Lathrop Road. Lathrop Road is designated as a major collec- <br /> tor on the General Plan and carries a high volume of traffic. <br /> To enhance area safety by discouraging vehicles from backing <br /> out of the driveway on this parcel , the Department of Public <br /> Works has developed a recommended condition of approval that <br /> will require that either a circular driveway be provided on <br /> this parcel or that an on-site turnaround area be provided. <br /> Development of this subdivision will enhance area circulation. <br /> Construction of Maharaja Drive will provide a link between the <br /> two approved subdivisions adjacent to this project , Sunset <br /> Manor on the west and Wildflower Estates on the east and south. <br /> Landscaping: <br /> To ensure that the portion of Parcel 2 adjacent to Maharaja <br /> Drive does not become an eyesore and is landscaped and main- <br /> tained, a Condition of Approval has been developed which <br /> requires that the developer shall install landscaping and an <br /> automatic and timed sprinkler system for this area. <br />
