Tom Walker -2- July 8 , 1988 COMMENTS ON DEVELOPMENTS 5 . The public sanitary sewer and water systems shall be provided by the developer and served by the Lathrop County Water District. All required sanitary sewer and water system improvements shall be conveyed to the District upon completion and acceptance by the County. 6 . A terminal drainage system shall be provided to meet the requirements of the County and to provide adequate drainage for the development. The use of the Louise Avenue terminal line shall be supplemented with detention ponds. The storm drainage plan for the development shall conform to the Lathrop Storm Drainage Master Plan. The developer shall agree to pay his proportionate share of the Lathrop Area of Benefit No. 6 drainage fees , which amounts to $1, 000. 00 per acre. 7 . Street lighting shall be provided for the interior streets within the development. 8 . The property shall annex to County Service Area No. 4 ( Zone A) and the Lathrop Lighting District prior to acceptance of the Final Map to provide for the operation and maintenance of storm drainage and street lighting facilities , respectively. 9 . The developer shall agree to and shall pay service fees for the street lighting and storm drainage services from the time the improvements are accepted by the County to the end of the Fiscal Year , or up to a one (1 ) year period, as the case may be. 10 . All utilities shall be underground. 11. A grading and drainage plan shall be prepared and included as part of the improvement plans. 12 . The developer shall agree to participate in an Area of Benefit or other financial mechanism for the Traffic Mitigation Measures for the Lathrop Area. 13 . The developer shall provide fair share contribution toward the pond and pump facilities to be constructed on the north side of Lathrop Road.
