The Planning Commission hearing date is July 2 , 1987 . The enclosed comments were submitted by the following agencies: ° Building Inspection Division (letter of June 2 , 1987) ° City of Stockton Planning Division (letter of May 29 , 1987) • City of Stockton Department of Public Works (letter of June 3 , 1987) ° Local Agency Formation Commission (letter of June 1 , 1987) ° Council of Governments (letter of June 3 , 1987) . The public agency comments noted above are based upon a recir- culation of the application referral mailed by the Planning Divi- sion on May 14 , 1987 . The recirculation was made necessary by the considerable time period that had lapsed since the original application referral. The failure of the applicant to submit information requested by the Planning Division has resulted in a substantial delay of the processing of this project. Only a portion of the previously requested information has been submitted as of this date. There had been some uncertainty over whether the project was to be developed within the County or within the City of Stockton. Although the applicant had submitted a County application for the project, a ballot initiative, Measure F, was approved by City of Stockton voters on November 6 , 1986 . Measure F returned the proposed site to the planning jurisdiction of Stockton. Shortly after the November 6 election the Planning Division asked the applicant whether or not it intended to proceed with the County project. On January 12 , 1987 the applicant informed the Planning Division of its intent to continue with the County project. It was not until May 11 , 1987 , however, that the additional project information was submitted. As noted in the preceeding paragraph, only a portion of the previously requested information was sub- mitted.
