The site plan <br /> now designates the ground maintenance and storage area for bus <br /> parking. This location is undesirable because it is adjacent <br /> to an established residential neighborhood. The area provided <br /> for RV parking is at the other end of the project site from the <br /> ground maintenance area, between Parking Area A and Parking <br /> Area B. It would seem preferable to consolidate the bus and RV <br /> parking areas into a single restricted parking area, possibly <br /> in a portion of Parking Area A. In addition, it may be <br /> desirable to establish a restricted access point on State Route <br /> 99 West Frontage Road to improve site ingress and egress for <br /> automobiles and buses alike. <br /> Pedestrian access to project facilities will be provided in two <br /> ways: by drop-offs adjacent to project facilities, and by <br /> walkways extending from parking areas to project facilities. <br /> The site plan proposes pedestrian drop-offs at the north, west, <br /> and east sides of the sanctuary. These drop-offs are shown as <br /> widenings beyond the four-lane loop width. Because it is not <br /> clear from the site plan whether vehicle traffic will be cir- <br /> culating in a one-way or two-way direction, it may be necessary <br /> to provide pedestrian drop-offs on the sides opposite the drop- <br /> off areas presently shown. <br /> The site plan proposes eight-foot sidewalks along the interior <br /> side of the loop drive. Eight-foot sidewalks should be added <br /> along the outside of the loop drive, as well. <br /> Because of the considerable distance from some parking areas to <br /> the project facilities, it may be necessary to provide addi- <br /> tional sidewalk improvements within parking areas. The typical <br /> parking layout shown on the site plan shows a five-foot <br /> landscape island between parking stalls. This area should be <br /> widened to allow for installation of walkways within the <br /> parking lots. Otherwise, pedestrians may be required to cir- <br /> culate through vehicle traffic aisles. <br /> Parking: <br /> Parking adequacy is a critical project concern. The applicant <br /> proposes to provide 2 , 008 standard, 9 feet by 20 feet, parking <br /> stalls and 56 handicap, 14 feet by 20 feet , parking stalls for <br /> a total of 2 ,064 stalls. This figure does not include the <br /> parking spaces that would be required for the 20 bus-parking <br /> stalls shown on the site plan. For the reasons noted below, <br /> the Planning Division believes that the proposed parking faci- <br /> lities will be inadequate to accommodate full occupancy of the <br /> project site. <br />
