The number of handicapped spa- <br /> ces must comply with the requirements of the Uniform Building <br /> Code. The handicapped parking stalls should be relocated so <br /> that they are as close as possible to the main sanctuary <br /> entrances. <br /> The Planning Title does not contain parking stall and aisle <br /> width standards for buses and recreational vehicles (RV) . <br /> The 20 buses now in use at the applicant ' s West Lane church <br /> will be moved to the new site. Bus parking facilities are pro- <br /> posed for the grounds maintenance and storage area located at <br /> the southeast corner of the site. The proposed bus stall <br /> dimensions and aisle widths are 15 feet by 40 feet , and 40 <br /> feet, respectively. Each bus will require approximately four <br /> standard vehicle parking spaces, or 80 spaces for 20 buses. <br /> These 80 spaces were not included in the applicant ' s parking <br /> proposal. <br /> In addition, the applicant is requesting a parking credit for <br /> 200 standard spaces as a result of bus use. This credit is <br /> based on an assumed occupancy of 30 people per each of the 20 <br /> buses. Staff believes that this estimate is unrealistically <br /> high. According to the applicant ' s traffic report, the actual <br /> bus ridership average is 15 passengers per bus, which would <br /> reduce the credit claimed from 200 spaces to 100 spaces. By <br /> including the parking spaces required for the buses, the credit <br /> is further reduced from 100 spaces to 20 spaces. Therefore, <br /> for bus parking alone, the applicant has underestimated <br /> required parking by 180 spaces. <br /> The new sanctuary would accommodate five times the number of <br /> people who now attend services at the West Lane site. The use <br /> of additional buses and the development of a bus transportation <br /> program would reduce automobile parking requirements. Although <br /> the applicant does not propose to use additional buses, the <br /> project suitability for large regional gatherings would appear <br /> to warrant the provision of additional bus parking spaces. <br /> Out-of-town visitors are more likely to travel by bus than are <br /> local residents. <br /> The applicant proposes 21 RV spaces. Each RV space equals two <br /> standard parking spaces. The overnight use of RV parking faci- <br /> lities is not proposed, nor should overnight use be permitted. <br /> Planning Title parking regulations require one parking space <br /> for each three seats in the sanctuary and chapel .
