Staff had <br /> asked the applicant to submit photo montages - graphically <br /> enhanced photographs - to illustrate how the area' s appearance <br /> will be altered by the proposed development . The renderings <br /> actually submitted were not photo montages, and therefore, they <br /> did not present a realistic, ground-level perspective of the <br /> project ' s visual impact . Based upon the information submitted, <br /> staff could not conclude that the project would be aestheti- <br /> cally compatible with the surrounding land uses. <br /> Lighting: <br /> A lighting plan was not submitted with the application. <br /> Because of the potential for conflicts with area residences and <br /> vehicle traffic, a detailed lighting plan should be required <br /> for review and approval prior to the issuance of a building <br /> permit. Such a plan should include details of the type of <br /> lighting, number of lights, locations, light standard heights, <br /> and directions of illumination. <br /> FACILITIES/SERVICES: <br /> Interim, project-only services are proposed for sewage disposal , <br /> water supply, and storm drainage. The site plan notes that the <br /> project ultimately will hook up to City sewer and water systems, <br /> but it does not state when or how this is to be accomplished. At <br /> this time, it is uncertain whether the City will allow the pro- <br /> ject site to connect to its sewage disposal and water supply <br /> systems. The City has yet to take formal action on a number of <br /> studies, plans, and reports intended to identify service needs <br /> and constraints in the North Stockton area: <br /> ° North Stockton Master Water Plan (March 1985) <br /> ° Waste Water Collection System Master Plan (May 1987 ) <br /> ° North Stockton Traffic Study (draft expected July 1987) <br /> ° North Stockton Fiscal Impact Study (draft due August 1987) <br /> Environmental Impact Report for Stockton Auto Center, Phase 2 <br /> (draft due August 1987) <br /> Sewage Disposal : <br /> The applicant proposes to provide interim sewage disposal by <br /> installation of an on-site package treatment plant .
