A public sanitary sewer system shall be provided by the <br /> owner/developer and served by the City of Stockton. <br /> c. A public water system shall be provided by the owner/ <br /> developer and served by the City of Stockton. As an <br /> alternate, a private water system for the development is <br /> allowed on an interim basis provided that the system is <br /> designed for future connection to the City of Stockton <br /> system when available. <br /> d. Terminal drainage is required for the development. The <br /> use of an on-site drainage pond is acceptable provided <br /> that the system is designed for terminal drainage when <br /> available. <br /> e. The owner/developer shall be responsible for 100 percent <br /> of the cost of installing any infrastructure oversizing <br /> that is required by the City of Stockton for connection of <br /> the site to City facilities. <br /> f . The owner/developer shall provide a public road through <br /> the project site to provide access for Moreland Street. <br /> The public road shall be dedicated and improved to a mini- <br /> mum County standard of a 50-foot right-of-way urban <br /> street . A cul-de-sac for Moreland Street at the intersec- <br /> tion with Hammer Lane shall be constructed to close access <br /> to Hammer Lane. <br /> g. The owner/developer shall dedicate and improve Hammer Lane <br /> along the site frontage to provide a 61-foot-wide half <br /> section, including an eastbound left-turn lane to serve <br /> the proposed "Access Road, " in accordance with City of <br /> Stockton standards. <br /> h. The proposed "Access Road" shall be a minimum of 52 feet <br /> wide, curb to curb, in accordance with City of Stockton <br /> standards. <br /> I . The owner/developer shall be responsible for 100 percent <br /> of the cost for the construction of a traffic signal at <br /> the Hammer Lane/project entrance road and at the Hammer <br /> Lane/West State Route 99 Frontage Road. <br /> J . The owner/developer shall improve the intersection of <br /> Hammer Lane/West State Route 99 Frontage Road to provide a <br /> right-turn lane, a left-turn lane, and a through lane on <br /> all approaches. <br />
