PC : 3-17-88 <br /> GP-88-23/ZR-88-22 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> General Plan: <br /> The General Plan proposal is consistent with County policies <br /> which encourage the grouping of industries in areas that are <br /> close to major thoroughfares yet have compatible land uses . <br /> State Route 12 is located south of the site . The surrounding <br /> area contains industrial and agricultural uses and only a few <br /> scattered residences. <br /> From the standpoint of County General Plan development poli- <br /> cies , the followinj would be the service requirements for a <br /> subdivision project : <br /> Water supply by the City of Lodi . <br /> ° Sewage disposal, by the City of Lodi at a wastewater treatment <br /> plant . <br /> ° Storm drainage by a public terminal system approved by the <br /> County Department of Public Works . <br /> The City of Lodi recommends that GP-88-23/ZR-88-22 be denied <br /> (see the attached letter) . The applicant indicates , however , <br /> that the underlying project does not involve a subdivision. As <br /> such, it may not be reasonable to rely on the City' s recommen- <br /> dation in determining whether the project is consistent with <br /> County development policies . <br /> Zoning- <br /> The M-1 zone is consistent with Limited Industrial . The <br /> industrially planned area east of the site has been developed. <br /> The site ' s proximity to the established industrial area, also <br /> zoned M-1 , would make the zoning request reasonable and benefi- <br /> cial . <br /> AREA/LAND USE COMPATIBILITY : <br /> Land Use : <br /> The site contains a residence, a small vineyard, and an open <br /> field. The applicant ' s stated intent is to convert the resi- <br /> dence to an office and to use the site for a real estate and <br /> construction business office . The intended use would appear to <br /> -5- <br />
