The major consideration, other than the <br /> provision of adequate facilities , is conformance with the provi- <br /> sions of the County Flood Ordinance . <br /> POLICY CONSIDERATIONS : <br /> General Plan: <br /> The property is located in the North Delta area in an area <br /> designated Agriculture on the General Plan. <br /> The proposal is consistent with the Goals and Objectives of the <br /> General Plan which encourages the use of the Delta for <br /> recreational uses. <br /> Zoning: <br /> The total complex contains approximately 40 acres and contains <br /> three different zoning classifications . The marina facility is <br /> located in EA/AP-3 and EA-1 zones. The mobilehome park and pro- <br /> posed R.V. expansion area is zoned EA-40 . An overlay zone of <br /> FP-2 (Flood Fringe) applies to the entire area. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> Tower Park Marina is by far the largest nonagricultural develop- <br /> ment in the area. The community of Terminous consists of <br /> several residences and a bait shop to the north, with the <br /> entire surrounding area devoted to agriculture . With the <br /> exception of possible conflicts with adjacent agricultural <br /> uses, the proposed use is compatible with the area development . <br /> Access : <br /> The marina/resort facility has direct access to State Route 12 . <br /> The proposed expansion will be serviced by an interior private <br /> road extending south through the complex. <br /> FACILITIES/SERVICES : <br /> Water : <br />
