Item No . 9 <br /> PC : 1-16-86 <br /> UP-84-74 <br /> Page 6 <br /> REFERRALS AND REPLIES <br /> Referrals were sent on November 13 , 1985 , and responses were <br /> requested by December 11 , 1985 . <br /> Public Works Department (response, 12/19/85) : <br /> The site is located on the southeast corner of State Route 12 and <br /> Little Potato Slough. It is within a Federal Flood Insurance <br /> Administration Designated Flood Hazard Area. The 100-Year Flood <br /> Elevation will be approximately 7 . 5 feet N.G .V.D. <br /> Recommendations : <br /> 1 . An Improvement Plan showing drainage, driveway access <br /> details , on-site parking, and grading shall be submitted to <br /> the Department of Public Works for approval . <br /> 2 . Provide terminal drainage. <br /> 3 . Please be advised that pursuant to the proposed plan for <br /> the Little Potato Slough Bridge at State Route 12 , the <br /> Tower Marina access road onto State Route 12 will be relo- <br /> cated approximately 2600 feet easterly, opposite to <br /> Glasscock Road. <br /> Building Division ( response, 11/26/85) : <br /> The State of California, Department of Housing and Community <br /> Development , Divisions of Codes and Standards, has jurisdiction <br /> of all mobilehome and recreational vehicle parks. Application <br /> shall be made to this office for plan and permit approval . <br /> Federal Emergency Management Agency (response, 11/27/85 ) : <br /> The National Flood Insurance Program does not regulate <br /> recreational vehicles. However, the regulations require the com- <br /> munity to review proposed developments to ensure they are con- <br /> sistent with the need to minimize flood damage and that all <br /> public utilities and facilities such as sewer , gas, electrical <br /> and water systems are located and constructed to minimize or eli- <br /> minate flood damage (Section 60.3(a) ( 4) ) . Any ancillary struc- <br /> tures must also meet County floodplain management requirements. <br /> In addition, the existing mobilehome park should have an evacu- <br /> ation plan indicating alternate vehicular access and escape <br /> routes . This plan should be filed with the appropriate Disaster <br /> Preparedness Authorities (Section 60 . 3 (b) (9) ) . <br />
