It is unknown when the UST were removed but the piping remained in
the ground. On April 10,2002, the remaining piping was removed and soil samples were collected
for laboratory analyses. Analytical results of the soil samples indicated elevated levels of lead at
concentrations as high as 245 milligrams per kilograms (mg/Kg). Diesel and motor oil were also
present.
The site is currently assigned to the San Joaquin County Public Health Services,Environmental
Health Division (PHS/EHD) UST Local Oversight Program (LOP),Site Code 1065, for oversight
of assessment and clean up of underground tank related contamination on the north side of the
property. The recent UST/piping removal area in the south has been added to the existing LOP
case. You are required to define the extent of the contamination and perform clean up activities.
The "Tri-Regional Board Staff Recommendations For Preliminary Evaluation and Investigation of
Underground Tank Sites"along with its "Appendix A"and"Appendix B"should be used as
guidance documents. All work and reports which require geological or engineering evaluations must
be performed under the direction of an appropriately California registered or certified professional.
A Remedial Action Completion letter will be provided after PHS/EHD has determined that no
further site investigation or remedial action is required.
Submit a work plan to PHS/EHD to investigate the lateral and vertical extent of the contamination
at the recent UST system removal area by July 31,2002.
If you have any questions, please feel free to contact Jeffrey Wong at(209) 468-0335.
Donna Heran,REHS,Director
Environmental Health Division
Jef rey Wong,Senior REHS Margaret gorio,REH
LOP/Site Mitigation Unit IV Supervisor
C.
