EXECUTIVE SUMMARY <br /> AEI Consultants (AEI) was retained by CB Richard Ellis (CBRE) to conduct a Phase I <br /> Environmental Site Assessment (ESA), in general conformance with the scope and limitations of <br /> ASTM Standard Practice E1527-05 and the Environmental Protection Agency Standards and <br /> Practices for All Appropriate Inquiries (40 CFR Part 312) for the property located at 600 <br /> Spreckels Avenue in the City of Manteca, San Joaquin County, California. Any exceptions to, or <br /> deletions from, this practice are described in Section 1.3 of this report. <br /> PROPERTY DESCRIPTION <br /> The subject property, which consists of a warehouse, is located on the east side of Spreckles <br /> Avenue in a commercial area of Manteca, California. The property totals approximately 27.84 <br /> acres and is improved with a one-story building totaling approximately 552,449 square feet. <br /> The building is constructed slab-on-grade. The subject property is currently unoccupied. In <br /> addition to the subject property building, the property is improved with a fire sprinkler room <br /> located along the north corner of the subject property building, approximately 90 truck trailer <br /> loading docks along the northeast-facing elevation of the subject property building, asphalt- <br /> paved parking areas, and associated landscaping. <br /> According to historical sources, the current subject property building was constructed in 2000 <br /> for use as a distribution warehouse facility. <br /> Prior to the construction of the current building, the subject property was a portion of the <br /> Spreckels Sugar Company facility, which occupied the subject property and surrounding area <br /> from 1917 until 1995. The subject property is located in the east central portion of the former <br /> Spreckels Sugar site. The majority of the subject property was formerly occupied by <br /> wastewater ponds. A disposal area, known as Site B, which contained miscellaneous concrete <br /> rubble and a small amount of lime waste was also located in the south-central portion of the <br /> subject property. <br /> Circa 1998, the ponds located on the subject property which formerly contained wastewater <br /> collected accumulated rainwater. <br /> The subject property and surrounding area were identified in the regulatory database as part of <br /> the former Spreckels Sugar Company. This site was listed on the Spills, Leaks, Investigations <br /> and Cleanup (SLIC), Comprehensive Environmental Response, Compensation, and Liability <br /> Information System No Further Remedial Action Planned (CERCLIS-NFRAP), California <br /> Department of Toxic Substances Control's ENVIROSTOR, Resource Conservation and Recovery <br /> Act Small Quantity Generator (RCRA SQG), Facility Index System/Facility Registry System <br /> (FINDS), Waste Management Unit Database System (WMUDS/SWAT), Hazardous Waste & <br /> Substances Sites List (HIST CORTESE), Emissions Inventory Data (EMI), Underground Storage <br /> Tank (UST), Federal Insecticide, Fungicide, & Rodenticide Act (FTTS)/Toxic Substances Control <br /> Act (TSCA) Tracking System (FTTS), and Historical FTTS (HIST FTTS) databases.
