South Railroad spur, followed by Millard Refrigerated Services (730 Spreckels <br /> Avenue); Dre er's Grand Ice Cream 1351 Dupont Court <br /> East Railroad tracks followed by Highway 99 followed by agricultural land <br /> West Spreckels Avenue, followed by a vacant lot and American Modular Systems <br /> 757-787 Spreckels Avenue <br /> Based upon topographic map interpretation and groundwater monitoring for the Spreckels <br /> Sugar Company, groundwater beneath the subject property is inferred to flow to the northwest, <br /> and is present at an estimated depth of approximately 14-26 feet below ground surface (bgs). <br /> FINDINGS <br /> Recognized Environmental Conditions (RECs) are defined by the ASTM Standard Practice E1527- <br /> 05 as the presence or likely presence of any hazardous substances or petroleum products on a <br /> property under conditions that indicate an existing release, a past release, or a material threat <br /> of a release of any hazardous substances or petroleum products into structures on the property <br /> or into the ground, groundwater, or surface water of the property. AEI's assessment has <br /> revealed the following RECs associated with the subject property or nearby properties: <br /> • One large drain was observed within the subject property forklift washing area, located <br /> within the subject property warehouse. The drain reportedly leads to a round plastic <br /> aboveground storage tank (AST) totaling approximately 5,000-gallons, which is situated on <br /> concrete within a locked room directly beyond the fagade of the building. The contents of <br /> the AST are reportedly pumped out and transported off-site by a materials hauler. The <br /> washing area was significantly stained with rust-like staining, likely related to the forklift <br /> washing practices formerly employed at the subject property. Due to the unknown integrity <br /> of the drain lines, the floor drains have the potential to act as conduits to the subsurface of <br /> the subject property for any materials that are discharged to the drain lines. Furthermore, <br /> there is a potential for overfilling of the AST. Based on the quantity of staining observed in <br /> combination with the presence of the floor drain and the unknown types and quantities of <br /> hazardous materials and/or petroleum products used and stored onsite, AEI is unable to <br /> rule out the potential that release to the subsurface of the subject property may have <br /> occurred via the drain or tank overfill, representing evidence of a REC. <br /> Historical Recognized Environmental Conditions (HRECs) are defined by the ASTM Standard <br /> Practice E1527-05 as an environmental condition which in the past would have been considered <br /> a recognized environmental condition, but which may or may not be considered a recognized <br /> environmental condition currently. AEI's assessment has revealed the following HRECs <br /> associated with the subject property or nearby properties: <br /> • The Spreckels Sugar Company's beet sugar processing plant (also known as the Manteca <br /> Sugar Factory) operated from 1917-1995. This facility operated with unlined wastewater <br /> ponds that contaminated groundwater with elevated total dissolved solids (TDS), <br /> bicarbonate, calcium, chloride, nitrate, sodium, and sulfate. In addition to the wastewater <br /> ponds, additional features located on the former Spreckels Sugar site included lime ponds, <br /> mud ponds, aboveground and underground fuel storage tanks, cooling towers, disposal <br /> areas, cattle feed lots, railroad tracks, five septic systems, orchards and crop land. The <br /> majority of these features were located north and northwest of the subject property. <br /> The subject property is located in the east central portion of the former Spreckels Sugar <br /> site. The majority of the subject property was formerly occupied by wastewater ponds.
