h'q KLEINFELDER <br /> 1 EXECUTIVE SUMMARY <br /> This is a closure report which contains Kleinfelder's observations of excavation activities. and <br /> monitoring well abandonment in the vicinity of Disposal Sites B and C at the Spreckels Sugar <br /> Plant No. 2 in Manteca, Calilurnia (see Plate 3). Additionally, this report details soil and <br /> groundwater sampling conducted during excavation of the two disposal sites and the resulting <br /> analytical results. Mr. Mile Atherton of Atherton Kirk Development Company, retained <br /> Kleinfelder to conduct these activities. The work was conducted in accordance with <br /> Kleinfelder's "Proposed/Workplan, Removal of Debris Disposal Areas...." (dated September 5, <br /> 1997) in accordance with ICleinlelder's Work Requisition No. 0909 (20-3978-01.W36), dated <br /> September 5, 1999. This wort: was also conducted in accordance with Kleinfelder's Work <br /> Requisition No. 070799-1 (20-03978-03.W36) titled "Well Abandonment of MW-7 through <br /> MW-12", datedJuly 7, 1999. <br /> The objective of the proposed wort: was to remove buried debris from Disposal Sites B and C so <br /> that closure could be obtained and the disposal areas would not interfere with future development <br /> of the site and to conduct c0nfirrlrltion sampling as recommended by PIIS/EHD during the <br /> excavation activities. After excaIVt16 m of Disposal Sites B and C. six monitoring_ wells installed <br /> in the vicinity of the two disposal areas were proposed to be abandoned. <br /> Between .tune I 1 and 18. 1909 Disposal Sites B and C were excavated. Two groundwater <br /> samples and seven confirmatory soil samples were collected during these excavation activities <br /> under the direction of Mr. Rob rt McCollum of the San Joaquin County Public Health Services <br /> Department Environmental Health Division (PHS/EHD) and were submitted under chain-of- <br /> custody procedures to a state certified laboratory. Subsequently three soil samples (CSI, CS4 <br /> and CS7) collected at depths ranging Itom six to twelve feet bgs and both water samples, CSW <br /> (6/16/99 and 6/20/99) were analyzed for selected analytes listed in Section 5. Soil samples CS i. <br /> and CS4 were collected from Disposal Area C. Soil sample CS7 and groundwater samples CSW <br /> (6/16/99 and 6/20/99) were collected from Disposal Site B. Only trace concentrations of some <br /> constituents were present. Based on the concentrations detected, Mr. McCollum gave approval <br /> to backfill the excavations on July 16. 1999. For a summary of the results and comparative <br /> regulatory limits and Preliminary Remedial Goals (PRGs) refer to "fable 1 under the "Tables <br /> Tab" of this report. <br /> On Aily 14. 1999 three 01' the six nmnitorino wells (MW-7. MW-9, and MW-1 l) were <br /> abandoned. Monitorim, wells \,I\\/-8.
