STATE OF CA,!-IFORNIA- Environmental Prott Agency PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
°`
3443 Routier Road, Suite A
Sacramento, CA 95827-3098
PHONE: (916) 255-3000
FAX: (916) 255-3015 YPmtjjj
August 1994
Mr. Randy Smith SEP o 6 1994
Southern Pacific Transportation Company ENVIRONMENTAL
One Market Plaza PERMIT/SERVICES ATF
San Francisco, CA 94105
WORK PLAN FOR SOUTHERN PACIFIC TRANSPORTATION COMPANY'S OLD TRACY
YARD, SAN JOAQUIN COUNTY
I have reviewed the 25 August 1994 Work Plan for Further Site Characterization - Addendum
submitted by Industrial Compliance (IC) on behalf of Southern Pacific Transportation Company
(SPTCo) for its old railroad yard in Tracy. IC plans to take 45 additional soil samples and analyze
them for total lead (16) and soluble lead (29) to better define the areas which need remediation and
confirm the threat to water quality. IC also will analyze nine samples for barium, cadmium, copper,
mercury and zinc using the Waste Extraction Test (WET). The work plan is hereby approved and a
report of the findings, along with an excavation plan, shall be submitted by 14 October 1994.
Within two weeks of our review and approval of the excavation plan, IC has stated it will begin
excavating soils with total lead concentrations exceeding 500 mg/kg. IC has proposed an averaging
protocol for confirmation sampling which is unacceptable. Only upon review of the confirmation
sampling results will we determine if further excavation is necessary. Furthermore, the Department
of Toxic Substances Control (DTSC) still must determine whether the 500 mg/kg cleanup level is
protective of human health. SPTCo apparently has decided to go ahead with excavation prior to
receiving a response from the DTSC.
IC has proposed to obtain and analyze ground water samples from the two existing wells at the site
and install a third ground water monitoring well. These activities should take place with this phase
of work. By 14 October 1994, please submit a report of findings from this work, including a
ground water gradient map and analytical data from this and all previous sampling events.
Please contact me at least 72 hours prior to any field work in case I wish to observe or obtain split
samples. If you have any questions or comments, you may call me at (916) 255-3077.
r
JOEL M.
