IC plans to take 45 additional soil samples and analyze <br /> them for total lead (16) and soluble lead (29) to better define the areas which need remediation and <br /> confirm the threat to water quality. IC also will analyze nine samples for barium, cadmium, copper, <br /> mercury and zinc using the Waste Extraction Test (WET). The work plan is hereby approved and a <br /> report of the findings, along with an excavation plan, shall be submitted by 14 October 1994. <br /> Within two weeks of our review and approval of the excavation plan, IC has stated it will begin <br /> excavating soils with total lead concentrations exceeding 500 mg/kg. IC has proposed an averaging <br /> protocol for confirmation sampling which is unacceptable. Only upon review of the confirmation <br /> sampling results will we determine if further excavation is necessary. Furthermore, the Department <br /> of Toxic Substances Control (DTSC) still must determine whether the 500 mg/kg cleanup level is <br /> protective of human health. SPTCo apparently has decided to go ahead with excavation prior to <br /> receiving a response from the DTSC. <br /> IC has proposed to obtain and analyze ground water samples from the two existing wells at the site <br /> and install a third ground water monitoring well. These activities should take place with this phase <br /> of work. By 14 October 1994, please submit a report of findings from this work, including a <br /> ground water gradient map and analytical data from this and all previous sampling events. <br /> Please contact me at least 72 hours prior to any field work in case I wish to observe or obtain split <br /> samples.
