HEALTH <br /> Old Tracy Yard - Tracy, California PERMIT/SERVICES <br /> Dear Mr. Weiss: <br /> On behalf of Southern Pacific Transportation Company (SPTCo), Industrial Compliance (IC) <br /> submitted to the California Regional Water Quality Control Board - Central Valley Region <br /> (Regional Board) a workplan addressing additional work for the SPTCo Old Tracy Yard site <br /> (workplan dated December 17, 1993, workplan entitled: Workplan for Further Site <br /> Characterization, Southern Pacific Transportation Company, Old Tracy Yard, Tracy, <br /> California). IC received comments on the workplan from the Regional Board in a letter <br /> dated February 14, 1994 (letter entitled: Southern Pacific Transportation Company, Old <br /> Tracy Yard, San Joaquin County) and responded to the Regional Board's comments in a <br /> letter dated March 16, 1994 (letter entitled: Responses to Comments on Workplan for Further <br /> Site Characterization, Southern Pacific Transportation Company, Old Tracy Yard - Tracy, <br /> California). IC received conditional approval of the workplan from the Regional Board in a <br /> letter dated April 21, 1994 and responded to the Regional Board's approval conditions in a <br /> letter dated May 10, 1994 (letter entitled: Comments on Conditional Approval of Workplan <br /> and Submittal of Schedule, Southern Pacific Transportation Company, Old Tracy Yard - <br /> Tracy, California). <br /> In a letter dated June 24, 1994, the Regional Board identified two workplan issues which had <br /> not been resolved. The two items, inclusion of additional soluble metals analyses in the <br /> analytical suite, and California Department of Toxic Substances Control (DTSC) acceptance <br /> of the proposed 500 milligrams per kilogram (mg/kg) soil cleanup level for lead, were <br /> subsequently addressed in a telephone conversation between yourself and Mr. Randall Smith <br /> of SPTCo, on July 11, 1994, as well as in a meeting held on July 27, 1994 between Regional <br /> Board, DTSC and SPTCo representatives.
