As part of our TTU permit, DTSC requires us to <br /> notify local agencies prior to commencing operation. Accordingly I am providing you <br /> notice since your agency has jurisdiction over this site. <br /> We plan to begin operation as early as February 26, 1996 subject to receiving permits from <br /> DTSC, RWQCB and APCD.
