The general location and configuration of the four areas in question as <br /> well as all other areas of excavation within the subject site are shown on the attached sketch <br /> map. The following paragraphs provide the rationale for and data supporting the termination <br /> of excavation. <br /> Excavation of lead-impacted soil at the Old Tracy Yard site is being conducted by IC on <br /> behalf of SPTCo pursuant to an agreement between SPTCo, the California Regional Water <br /> Quality Control Board - Central Valley Region (Regional Board) and the California <br /> Environmental Protection Agency - Department of Toxic Substances Control (DTSC) <br /> regarding cleanup levels for lead in soil at the site. Subsequent to sale by SPTCo, residential <br /> development is planned for the site. Cleanup levels for lead in soil at the site, agreed to by <br /> the above parties, are 220 milligrams per kilogram (mg/kg) total lead and 0.015 milligrams <br /> per liter (mg/L) soluble lead as determined by the California Waste Extraction Test (WET) <br /> using deionized water as the extraction medium. <br /> Excavation of lead-impacted soil was initiated at the site on July 11, 1995. Excavation areas <br /> A, B, C, and D, which are located within a narrow strip of land between the Southern <br /> Pacific tracks and 6th Street (see attached figure), were excavated and confirmation samples <br /> collected on July 17, 1995. Areas A, B, C, and D were only excavated to a depth of 1 foot <br /> based on site characterization sample results. Individual soil confirmation samples for total <br /> lead were composited from each sidewall and the floor of each excavation.
