Stanislaus Street RO 0700 <br /> Stockton, CA 95205 <br /> San Joaquin County Environmental Health Department (EHD) has previously approved <br /> by letter dated 05 April 2006 your work plans Workplan for Ozone Bench Scale Test <br /> and Workplan for Enhanced Bioremediation Bench Test, both dated 27 December <br /> 2005, and prepared by Condor Earth Technologies, Inc. (Condor). In the 05 April <br /> approval letter, EHD had also required approval of the work plans by the Central Valley <br /> Regional Water Control Board (CVRWQCB) to meet CVRWQCB data needs to <br /> evaluate the necessity to issue a waste discharge requirement (WDR) permit. The <br /> CVRWQCB has conveyed to EHD a technical appraisal for the proposed bench-scale <br /> tests. <br /> According to the CVRWQCB's WDR evaluation, the proposed ozone bench-scale test <br /> should include the following: <br /> • Bromide and bromate analysis as part of the general minerals testing <br /> • Iron analysis as part of the metals testing <br /> Please submit a brief work plan addendum that includes the above analyses and <br /> addresses the following issues: <br /> • Clarify if the "negative control" is a method blank and if not, describe it; <br /> • The ITRC In-Situ Chemical Oxidation guidance document (ITRC.com) should be <br /> used and a justification for variances from that guidance document must be <br /> provided; <br /> • Provide an estimate of the quantities of hydrochloric acid, or other chemical, to <br /> be utilized for pH control and the expected impact on water quality; <br /> The ozone bench-scale test and bioaugmentation bench-scale test can be reported in <br /> the same report of findings with a recommendation of one or the other, or neither, for <br /> potential use on the site. According to the CVRWQCB, the report should note whether <br /> or not bioaugmentation is necessary as many sites in the Stockton area exhibit signs of <br /> bioremediation without bioaugmentation, presumably as an adequate population of <br />
