_ 141� GEOLOGICAL AND ENVIRONMENTAL <br /> HAZARDS ASSESSMENT REPORT <br /> CSU-STANISLAUS <br /> STOCKTON CAMPUS SCHOOL SITE <br /> STOCKTON, CALIFORNIA <br /> EXECUTIVE SUMMARY <br /> August 7,2002 <br /> This Geological and Environmental Hazards Assessment was performed by Condor Earth Technologies, <br /> Inc. (Condor) in .lune 2002 at the request of Mr. Steven Breakfield of the Stockton Unified School <br /> District (District), Stockton, California. The assessment was performed for a portion of the parcel (site) <br /> located at 510 East Magnolia Street and designated by Assessor Parcel Number(APN) 139-210-04. The <br /> site is comprised of approximately 18 acres of the total 103.81-acre parcel and is located south of Acacia <br /> Street, north of Parc Street, and west of Stanislaus Street in Stockton, California. The site is being <br /> considered by the District for an elementary school. <br /> ,�. This report consists of a Phase 1 Environmental Site Assessment (ESA) and limited additional work not <br /> usually performed as part of a typical Phase I ESA. The limited additional work was included to assist in <br /> complying with the requirements set forth by California Education Code §17212, §17213, and §17215 <br /> and Public Resources Code §21151.8. The Phase I ESA was performed in accordance with the guidelines <br /> set forth in Practice E 1527-00, Standard Practice for Environmental Site Assessments: Phase I <br /> Environmental Site Assessment Process, published in May 1993 (Revised 2000) by the American Society <br /> L. Lir for Testing and Materials (ASTM) and in accordance with the prevailing standard of care for completing <br /> such assessments in California at this time. The purpose of the ASTM Phase 1 ESA is to conduct an <br /> appropriate inquiry into previous ownership and uses of the property to help in partially satisfying the <br /> innocent landowner defensel to Comprehensive Environmental Response, Compensation and Liability <br /> Act (CERCLA) liability and to document those conditions discovered during the inquiry that are <br /> "potential environmental conditions that could materially impact the operation of the business associated <br /> with the parcel of commercial real estate" (ASTM Standard E 1527-00, Section 5.5). Any exceptions to, <br /> +r or deletions from,this practice are noted in Section 11.0 of this report. <br /> Condor has performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E <br /> 4. 1527-00, and California Education Code § 17212, § 17213, and § 17215 and California Public Resources <br /> Code § 21151.8, of APN 139-210-04 located in Stockton, California. The site consists of an <br /> approximately 18-acre portion of the parcel located in an area of Stockton with a history of institutional <br /> ,., use. This assessment has revealed three recognized environmental conditions in connection with the site: <br /> • The application of herbicides and the possible historical application and accumulation of pesticide <br /> residuals on the site. <br /> L. • The continuing subsurface investigation of an underground storage tank formerly located at the <br /> site. <br /> • The possibility of PCB-containing material associated with the hydraulic elevator located in a <br /> storage building on the site. <br /> 1.
