GEOLOGICAL AND ENVIRONMENTAL <br /> HAZARDS ASSESSMENT REPORT <br /> CSU-STANISLAUS <br /> STOCKTON CAMPUS SCHOOL SITE <br /> STOCKTON,CALIFORNIA <br /> w. <br /> 1.0 INTRODUCTION <br /> The Stockton Unified School District (District) retained Condor Earth Technologies, Inc. (Condor) to <br /> conduct an American Society for Testing and Materials (ASTM) Standard E 1527-00 Phase I <br /> Environmental Site Assessment (ESA) and a Geological and Environmental Hazards Assessment for a <br /> portion of the property (site) designated by Assessor Parcel Number (APN) 139-210-04, located at 510 <br /> East Magnolia Street, Stockton, California(Figures 1, 2, and 3, Appendix A). The site is being considered <br /> by the District for a new elementary school, <br /> This Geological and Environmental Hazards Assessment has three distinct components. <br /> 1. A Phase 1 ESA performed in accordance with ASTM E 1527-00, Standard Practice for <br /> +.� Environmental Site Assessments: Phase I Environmental Site Assessment Process. <br /> 2. An assessment directed to address California Education Code and Public Resources Code <br /> requirements. These activities focus on investigating for the presence of identifiable hazardous <br /> �. materials and the proximity of hazardous air emissions, high voltage power lines, pipelines, <br /> railroads, and current and proposed airport runways. <br /> 3. A geological hazards assessment based on a review of available data including published <br /> I iterature and maps relevant to the geologic, seismic, flooding, and geotechnical setting of the site <br /> and immediate vicinity and on a field reconnaissance of surface soil conditions. <br /> Included is a discussion of the purpose and scope of work of each assessment; a description of the site and <br /> adjacent properties; a discussion of information gathered from records, interviews, and site visits; and <br /> Condor's findings and conclusions. Figures referenced in the report are included in Appendix A. The <br /> results of researched ASTM-recommended government databases (Fidelity National Information <br /> Solutions Environmental GeographicsTm Data) are contained in Appendix B. Site photographs are <br /> included in Appendix C. Site inspection questionnaires are located in Appendix D. File review <br /> information is contained in Appendix E. Aerial photos, historical topographic maps, and Sanborn data are <br /> contained in Appendix F. The letter report from the San Joaquin Valley Air Pollution Control District is <br /> included in Appendix G. The glossary of terms associated with an ASTM Phase I ESA is contained in <br /> Appendix H. <br /> L.. _ <br /> 1.1 PURPOSE <br /> The purpose of the ASTM Phase I ESA is to conduct an appropriate inquiry into previous ownership and <br /> uses of the property to help in partially satisfying the innocent landowner defense to Comprehensive <br /> Environmental Response, Compensation and Liability Act (CERCLA) liability and to document those <br /> conditions discovered during the inquiry that are "potential environmental conditions that could <br /> materially impact the operation of the business associated with the parcel of commercial real estate" <br /> �"' CONDOR <br />
