Marcus Pierce said he'd provide
his comments on the work plan by around the 12th of September. I will address both sets
of comments at one time upon recieving his.
Thank you for your patience,
- Tim
Tim Berger, R.G. , R.E.A.
Program Manager
Versar, Inc.
Southwest Region
(916) 863-9323
>>> Mike Infurna <Mlnfurna@sjcehd.com> 08/30/02 02 :40PM >>>
I was kinda moving this one along since I won't be back in the office until
Wed, Sept 4th. . since I haven't heard from you regarding my confusion on the
work plan borings at OMS-24, I'll jot down my concerns here so you can
address them while I'm gone, especially if you're in a hurry to start. . . .
As I mentioned on the phone, I cannot issue permits on other lead agency
sites until I have that agency's approval.
since you incorporated one work plan that crosses over two agency's
oversight, any approval EHD would provide would be limited to borings/wells
under our jurisdiction only. . .You could possibly mobilize for UST borings
with some incorrect assumption you could drill ALL the holes. . .UST borings
permitted under EHD authority would be allowed—the non-UST borings would
not be allowed and would not be on the permit. . . .I'd hoped to keep you from
multi-mobilizing for what you may consider the same phase. . .see?
I can understand soil borings "B-30, B-31, and B-32" since they surround the
former UST complex at 8020 S. Airport Rd, (aka OMS-24) . . .it's "B-33 and
B-34 ' that don't seem to fit into the UST investigation. If you can support
their link to the UST investigation, as if in 'lateral delineation' or the
like, I will listen. But why not laterally investigate the other quadrants?
and what makes you think your UST impact is there? But if you can't support
these two as UST borings, then the CVRWQCB is the agency to evaluate and
approve them and I can issue a permit under their lead agency status
approval.
ok?
and just in case you're thinking of drilling very soon, like next week or
the week after, I'll need the permit application, the second page of it, the
LCD, and the $89 check per application and time to process it all before I
can confirm a drill appointment. . . .
as a precaution and a help, here are those blank forms you' ll need.
UST permits to UST sites. . .Regional board sites get separate permits if not
done at the same time and by the same C-57 contractor.
Each parcel/address gets it's own permit application and each application
needs it's own check too- . . (ie- 8020 Airport and 2000 Stimson are separate
sites. . . . I'm not sure if CSMS is too. . . .I know the Armory is 8010
Airport. . . .
1
