1rC16XWRNC.
May 7, 1998
Mr. Sohn Russell
Central Valley Regional Water Quality Control Board /yam
3443 Routier Road, Suite A
Sacaramento, California 95827-3098
Subject: Summary of Site Visit to the California Army National Guard a ZCC 5 '► 8
Facility in Stockton, California
Norfolk COE Contract No. DACA65-95-D-0064; D.O. No. 0034
Versar Project No. 3134-100
Dear Mr. Russell:
Versar, Inc. (Versar) has been contracted by the California Army National Guard
(CANG) to conduct a Preliminary Assessment/Site Investigation(PA/SI) at their Stockton
Facility in Stockton, California (see Figure 1). To initiate the PA/SI, Versar has reviewed the
files for the Site at the San Joaquin Public Health Services (SJPHS),the Central Valley Regional
Water Quality Control Board (CVRWQCB),the State of California Real Estate Services
Division (RESD), and the CANG. Following review of the files, Versar conducted a Site visit,
including interviews with Site personnel to discuss the concerns recognized in the file reviews
and identify concerns not identified during the file review.
The purpose of this letter is to summarize the environmental concerns identified during
our file reviews and visit to the Site. Following review of this letter, Versar is requesting on
behalf of the CANG and as stipulated by the California Health and Safety Code, Section 25262,
that the lead regulatory agency assigned for the duration of the PA/SI be the CVRWQCB.
Versar and CVRWQCB will then develop a workplan to address the identified concerns at the
Site. The endpoint goal of the PA/SI is to receive documentation from the lead regulatory
agency that acknowledges the CANG's effort to identify and address the environmental concerns
at their facility.
The following pages discuss the identified concerns at the Army Aviation and Support
Facility (AASF), the Combined Support and Maintenance Shop (CSMS), and the Operation and
Maintenance Shop (OMS) located at the Site. Note, environmental concerns were not identified
at the Armory.
Army Aviation and Support Facility (AASF)
The AASF provides maintenance and support services to the helicopter fleet of the
CANG. The majority of operations are conducted within the large hangar shown on Figure 2.
