No. 0034 <br /> Versar Project No. 3134-100 <br /> Dear Mr. Russell: <br /> Versar, Inc. (Versar) has been contracted by the California Army National Guard <br /> (CANG) to conduct a Preliminary Assessment/Site Investigation(PA/SI) at their Stockton <br /> Facility in Stockton, California (see Figure 1). To initiate the PA/SI, Versar has reviewed the <br /> files for the Site at the San Joaquin Public Health Services (SJPHS),the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB),the State of California Real Estate Services <br /> Division (RESD), and the CANG. Following review of the files, Versar conducted a Site visit, <br /> including interviews with Site personnel to discuss the concerns recognized in the file reviews <br /> and identify concerns not identified during the file review. <br /> The purpose of this letter is to summarize the environmental concerns identified during <br /> our file reviews and visit to the Site. Following review of this letter, Versar is requesting on <br /> behalf of the CANG and as stipulated by the California Health and Safety Code, Section 25262, <br /> that the lead regulatory agency assigned for the duration of the PA/SI be the CVRWQCB. <br /> Versar and CVRWQCB will then develop a workplan to address the identified concerns at the <br /> Site. The endpoint goal of the PA/SI is to receive documentation from the lead regulatory <br /> agency that acknowledges the CANG's effort to identify and address the environmental concerns <br /> at their facility. <br /> The following pages discuss the identified concerns at the Army Aviation and Support <br /> Facility (AASF), the Combined Support and Maintenance Shop (CSMS), and the Operation and <br /> Maintenance Shop (OMS) located at the Site. Note, environmental concerns were not identified <br /> at the Armory. <br /> Army Aviation and Support Facility (AASF) <br /> The AASF provides maintenance and support services to the helicopter fleet of the <br /> CANG. The majority of operations are conducted within the large hangar shown on Figure 2.
