F'
Mr. John Russell
May 7, 1998
washpad is located in the southwestern corner of the AASF designated area. The current
washpad is in compliance with applicable regulations and in February 1996, the CANG was
given a notice of intent to eliminate the need to hold a discharge permit from the City of
Stockton, Department of Municipal Utilities.
Following a review of the files at the SJPHS, CVRWQCB, RESD, and CANG, Versar
representative Mr. Philip Cox visited the AASF on April 14, 1998 and met with Sergeant Curt
Lance at the AASF. As a result of the file review and site visit, Versar has identified the
following items of concern (shown on Figure 2) at the AASF:
• Three 5,000-gallon underground storage tanks (USTs) formerly on Site were taken out of
operation in 1989 and removed in January 1990. The former USTs reportedly appeared
intact and not leaking at the time of removal. Soil and groundwater samples collected at
the former UST location have indicated minimally impacted soil and groundwater. 'I
Additional information regarding concentrations of contaminants in soil, and summary
tables for groundwater analytical data are included in Versar's Fourth Round Quarterly
Groundwater Monitoring Report, dated June 12, 1997, and included as Attachment I.
• The current location of the hazardous material storage shed, shown on Figure 2, was the
former location of the Paint Spray Booth. Unreported, minor spills may have resulted in
localized impacts to surface soils.
• Prior to construction, an older washpad was located where the current washpad is now
located in the southwestern. The former wash pad system used a secondary clarifier
(currently a sump) which is now connected, via subsurface piping to the stormwater
system. Prior to this connection the secondary clarifier discharged to the open ditch,
parallel to the current piping. An investigation conducted by West & Hansen Engineers, ti
Inc. in August September 1991, identified impacted soils at the washpad, the secondary
clarifier, and the discharge pit. A copy of West & Hansen's report is included in
Attachment II.
• An anonymous report of fuel dumping in the northeast corner of the AASF was submitted
in an employee suggestion box in September 1993. The issue was addressed in a
memorandum from Lieutenant Colonel P. Randall North, dated October 23, 1993. The
d
122-9813134-1 00/MayT98
1
