The rational for
this additional analysis are unclear, particularly as TPH as gasoline and TPH as motor oil
have never been identified at the site. Also, as it is likely that the diesel previously
reported from the site is actual TPH-JF and it is due to the overlapping of the fuels
chromatograms.
Item 2: Validity of Existing Data
The October 2, 1995 letter from your agency indicated that some of the data already
collected will not be accepted as conclusive, as elevated detection limits were reported for
"non-detect". Our understanding is that as the detection level exceeds Regional Board
guidelines, site closure approval may not be able to use this data. As these samples have
exceeded holding times, we are currently in the process of evaluating the analytical data to
determine if lower detection levels can be achieved. During our meeting we would like to
present this information, and hence save the additional sampling cost that will be incurred
if resampling is required.
Item 3: Additional Sampling of Stockpiled Material
The October 2, 1995 letter required that Stockpile No. 2 be analyzed for purgeable
and semi-volatiles since some of the soil currently in Stockpile 2 was generated in 1992
during a CVRWQCB investigation and has been documented as containing solvent. Versar
has reviewed available.files and has had conversations with personnel at the'CVRWQCB,
and are unable to determine where this information originated from, and how it occurred.
During a meeting, it would be appreciated if you could present the information you have,
on which the additional sampling request was based. For obvious reasons, the National
Guard does not want to incur additional costs that are not necessary.
Item 4: Project Progress and Remedial Effect
It is Versar's intention to move this project along without any further avoidable
delays, but without incurring any unnecessary costs. Particularly, as at the current time no
additional funds are available. The National Guard is currently being encouraged to
remediate contaminated site, and obtain site closure, rather than continue the process of
continued site evaluation. Hence it is hoped that during a meeting, we could develop a cost
efficiency plan by which all parties could work as a team and any remedial effect could be
accelerated.
C
