Pursuant to Section 2652(d) of the Underground Storage
Tank Regulations (California Code of Regulations, Title 23, Subchapter 16) a quarterly monitoring report shall
be submitted to the Environmental Health Division and Central Valley Regional Water Quality Control Board
(CVRWQCB) until the investigation and cleanup of the site is deemed adequate. The report is to show the:
-status of the investigation and cleanup activities including the results of all investigations completed to
date;
-proposed continuing or next phase of investigation;
-method of cleanup proposed or implemented, schedules for the completion of the investigation of the
site and remediation;
-method and location of disposal of the released hazardous substance and any contaminated soil,
groundwater, or surface water;
-manifest required for transport of hazardous substances;
-monitoring well data including groundwater elevation, pH, conductivity, gradient, and status of wells;
-analytical results of groundwater or soil sampling; and
-site map showing the "zero-line" of contamination, if known, and changes in the above measurements
over the last quarter.
All stockpiled soils to be sampled, as well as any new soils collected"during proposed borings, shall be analyzed
for TPH as Gasoline, Diesel, Motor Oil, and Jet Fuel. Only EPA test methods and preparations as per the LUFT
Manual and detection limits listed within the Tri-Regional Guideline shall be utilized (TPH at 1,0 ppm, Motor
Oil and Jet Fuel at 10 ppm).
In addition, all soils to be sampled during this continuing underground storage tank (UST) investigation shall be
analyzed for Benzene, Toluene, Ethylbenzene, and Xylene (BTEX) by EPA Method 8020 at a detection limit of
0.005 ppm only.
An evaluation utilizing the Leaching Potential will only allow soil from Stockpile I to be spread as proposed if
maximum concentrations of TPH as Gasoline are no more than 10 mg/kg, TPH as Diesel no more than 100
mg/kg, and BTEX at less than 0.005 mg/kg for each constituent. If any concentration of these compounds
exceed these thresholds in stockpile 1, none of the stockpile will be allowed to be spread on site.
A Division of San Joaquin County Health Cara Services
