Captain Michael Wells Page 2 <br /> In order to submit adequate data to provide a complete and comprehensive Correction Action Plan (GAP),as per <br /> Section 2725 of the Underground Storage Tank Regulations (California Code of Regulations, Title 23, <br /> Subchapter 16) adequate data to support all conclusions of the lateral and vertical extent of soil and groundwater <br /> contamination should be collected. Areas where data is not physically collected and accurately analyzed and <br /> only inferred or estimated will not be accepted as support for delineation of contamination and will be required <br /> before acceptance of the CAP. <br /> PHS-EHD advises that confirmation samples further out (lateral) and deeper (vertical) than areas where previous <br /> data has indicated contamination was detected may be required. Non-detect, consecutively sampled, five-foot <br /> increment soil data, at correct detection limits only, will be accepted as evidence for vertical delineation. <br /> Analyses previously submitted that may have used elevated detection limits and reported the findings as "non- <br /> detect" will not be accepted as conclusive. Re-sampling in these areas will be required for the complete CAP. I <br /> Until further directed, all groundwater sample analyses shall include all of the TPH compounds detected in soil <br /> samples from all previous investigations. TPH as Gasoline, Diesel, Motor Oil, and Jet Fuel, as well as the <br /> BTEX constituents, shall be included in all quarterly reports. Detection limits for TPH as Gasoline, Diesel and <br /> Jet Fuel shall be 50 ug/l. The BTEX constituents shall utilize detection limits of 0.5 ug/l. <br /> Some of the soil currently in Stockpile 2 was generated in 1992 during a CVRWQCB investigation and has been <br /> documented as containing solvents and degreasing agents (2-Methylnapthalene CAS:91-57-6, and Bis 2- <br /> Ethylhexyl-phthalate CAS:117-81-7) that will require addition testing to verify whether or not they are still <br /> present. In conversations with John Russell of the CVRWQCB, it was decided that the soil in Stockpile 2 must <br /> be sampled and analyzed for purgeable aromatics (EPA method 602) and semi-volatiles (EPA method 8270) also. <br /> Detectable concentrations of any solvents in Stockpile 2 are subject to evaluation by the CVRWQCB prior to <br /> disposition. <br /> Thank you for your cooperation and PHS-EHD looks forward to working with you towards the completion of <br /> your UST investigation and remediation.
