1 .2 Objective <br /> Generally, the objective of this project is to initiate <br /> investigative activities in and around the aircraft washpad system <br /> by performing the approved site assessment. Specific project <br /> objectives include: <br /> • Determine if contamination has penetrated through the <br /> aircraft washpad into underlying soil and to what depth <br /> the contamination has migrated. <br /> • Determine if soil contamination will significantly impact <br /> the project to demolish and replace the washpad. <br /> • Estimate the vertical and lateral extent of soil <br /> contamination adjacent to the downstream clarifier. <br /> • Determine if soil contamination exists at the discharge <br /> pit area. <br /> • Determine if sediment within the flightline clarifier is <br /> contaminated. <br /> • Develop recommendations for further investigation and/or <br /> remediation. <br /> 1 .3 Approach <br /> A combination of site inspection, personal interview and records <br /> search was employed to compile this report. The Stockton AASF was <br /> visited on October 17 and 31 , 1990 and the aircraft washpad system <br /> inspected. Department of Military personnel were interviewed and <br /> their files reviewed for information pertinent to the site <br /> assessment. RWQCB personnel were contacted regarding specific <br /> concerns applicable to the site. <br /> Following RWQCB workplan approval, a separate approval process was <br /> initiated to obtain boring permits from San Joaquin County. Upon <br /> receipt of boring permits, field activities were conducted the week <br /> of September 9-13, 1991 . <br /> 1 . 4 Project Background <br /> In December 1989 it was determined that the existing aircraft <br /> washpad drainage and treatment system at the Stockton AASF is <br /> inadequate to properly manage wastewater discharges under certain <br /> conditions . Constructed in 1974, the washpad drainage and <br /> treatment system has periodically been overloaded since <br /> modifications in 1986 caused the flowrate to occasionally exceed <br /> design capacity.
